Default 7 Year Limit in California

My question involves a speeding ticket from the State of: California
My Fiance and i moved to utah 4 years ago,and he now wants to get a licensnes for work reasons, the problem is his first ticket 7 years ago in california has gone into collections with a hold on his license. a second ticket from 6 years ago in southern california is now in collections and threatening to hold his license. all the fines total over 3000.00 and we are unable to pay in full as they are wanting. My question is we have been told by others that in certain cases after 7 years you can ask them(dmv) to clear your recored and wipe it clean.I even asked the dmv and all they told me was that in certain cases yes it is posibble. but after trying to research on the computer turned up nothing i am wondering if this is true if anyone else has heard of or done this. or any info about how to get these holds taken off of his license? thanks for any info

I've never heard of such a thing.... not at all, especially in today's current financial crisis.
