I got a ticket in Los Angeles, CA under CVC 24250. The ticket states "no headlights driving in darkness (wet roads)".
I had another ticket within last 18 months so I understand I can still ask for a second traffic school but it's a big hassle both scheduling it and attending it (12hr, no on-line option), in addition to the extra fee. Thus, my question is: do I need the traffic school at all? On the internet, I can find opposite answers! For example, on this forum, the same highly respectable poster has previously said that 24250 does give points for the insurance:

Other sites add to the confusion. Thus, let me ask three very specific questions:
a) is my ticket considered a "moving violation"?
b) does it carry "points" on my driving record?
c) Is the record of CVC 24250 conviction going to affect my insurance (and does the answer depend on the insurance)?
Sorry for being so verbose, but I think this confusion should be cleared, as opposing opinions to all the tree questions are out there on the net, with opposing reasonings of how one follows from another.
