My question involves vehicle registration or title in the state of: Illinios
I purchased a vehicle 3 months ago from an indivdual at a business. He had photos of the original title and said he lost it and was applying for a lost title. He worte out a letter stating he would get me the title in 2 months or I get my money back. That was 3 months ago. He still has not applied for the title and has since moved. He was responding to emails but has an excuse everytime as to why he hasnt applied for a title. I have contacted the Illinios secretary of states office and they said there is nothing they can do since the vehicle is titled in his name.
I live in MO and they cannot do anything either. I can apply for an abandoned vehicle title but since its a classic muscle car and was in the process of being restored there is a chance that they will only issue a salvage title.
Can a lawyer go throught the court system in IL to have them issue a title in my name? I do have a bill of sale and the letter from him. Any other ideas? The police dept says he has late rental notices on his business and no forwarding address from his house.
