My question involves criminal law for the state of: Georgia

I have been told that many rape cases that are she said/he said do go to court and can end up in a conviction. A friend of mine was raped, she felt it was her fault do to her alcohol consumption and unconsiousness during the intercourse. She waited to tell the police to long after there was no evidence and it was basically she said/he said case. How do they determine which cases go to court and which don't.
"Prosecutorial discretion". The case will be analyzed and if they feel there is enough evidence to convict, they will seek an Indictment. Many factors are involved, 1 being the credibility of each party.
