I live in MD and my HOA president posts Warning stickers on drivers windows of cars she deems parked illegally. These stickers are very difficult to remove and require razors, goo gone, etc.

Can this be considered an act of vandalism? Does she have the authority to do this?

I accidentally parked one spot over from my assigned spot, leaving my spot vacant. My hang tag was properly displayed on my rear view mirror. It was an honest mistake. She felt the need to place the sticker on my window indicating my spot was #36 and I had parked in #37 which was assigned to another unit.
One other way besides the police is to get a petition (or discussion) going with the other unit owners that a separate procedure be put in place with unit owners with identified tags that a warning be issued by phone, or letter under the door in these cases. You might mention, but not do it as a threat, to the other owners that these stickers may not be all legal and expose the HOA's to liabilities, and if anyone decides to sue, you have given them fair warning.

I lived in condos and had petitions of various types passed around. Getting other owners on your side would seem to be a better approach than siccing the police on the HOA president the first time around.
