Would You Disclose Your Expunged Record

My question involves criminal records for the state of: Delaware

This is for the board of licensing and the applications says:
"Have you ever been convicted of or entered a plea of guilty or nolo contendere (no contest) to any felony, misdemeanor or any other criminal offense, including any offense for which you have received a pardon, in any jurisdiction?"
My record was expunged, not pardoned, so can I mark No as my answer?

Also, if a record is expunged (misdemeanor), do your fingerprints get wiped out as well? Part of the application requires that we submit fingerprints for a background check.

Is this a Delaware expungement? What category of emploeyr are we talking about? (e.g., a law enforcement agency?)
