Unhappy Discrimination Based Solely on Criminal Record

Can a State of North Carolina goverment agency (not law enforcement) deny interviewing based solely on criminal record?

    Case in point.
For example, yesterday I saw a job posting on the www.state.nc.us website. I emailed the contact person directly. I asked if someone with a 17 year old conviction can apply for the specific job. This was not a law enforcement job.

I got a response today from the hiring contact. I quote his email

"No. I would not consider someone with a felony conviction for the position."

I have kept his response in my email, and wonder if he is violating any State or Federal employment laws by stating this.

Just as you were told (and shown) on the other site where you posted this, no, he is not.
