Default Neighbor's Car Blocks Most of My Driveway

My question involves real estate located in the State of: Maryland

I live on a cul-de-sac. My neighbor's hummer is blocking 1/2 of my driveway. (thats a real picture of this) In order for me to exit and enter my home, it requires me to exit to the right and turn to avoid missing his hummer and the other cars that would normally be legitimately parked nearby. The neighbor's hummer is broken and died right in front of my driveway.

Whats worse is with all the snow, I have to back my truck in because it would be nearly impossible to back out (on ice) and miss the hummer and other things that might be in the road.

The neighbor told me yesterday that it would be towed to the shop today. Today he put a 2nd car in the street and told me the tow truck would put the hummer in his driveway. However when I got back from my errands the hummer was still where it has been for a week and the other car was still there. Needless to say I had a difficult (near impossible) time of getting my truck in the driveway.

now after I parked my truck: (I knocked on his door several different times)
The neighbor first told me the tow truck driver never called back and no one had the keys to move the other car. Then later when a new person arrived at their home, he told me they couldn't start it. Then later I went back a 3rd time I was told they didn't have the keys and couldn't move it. So the question is this, since my neighbor is lyng here.

What can I do? The hummer and other car are parked in the street. However the hummer blocks 1/2 my driveway.

If I have the hummer towed, where do I have it towed to and how do I make the neighbor pay for the tow?

Would it be wrong for me to block 1/2 their driveway?

i have more pictures of this at my website, though the purpose of the website was not to ask this question. the website is chronicling several things in my current life.

In a lot of jurisdictions, you can notify the police that there's a broken-down car partially blocking their driveway and, if they investigate and find that to be the case, they'll order a tow. (I hope it doesn't need to be said, but you don't call 911 to report a broken-down car - you use a non-emergency line.) I don't know your local PD's policies, but it may get you what you want.

I'd be careful about towing a neighbor's car, as I know in some places, it'll start a never ending feud, like the "Hatfields and the McCoys".

This happened to me a few years back, a neighbors car parked down the street from me was struck by a "hit and run", late at night, and landed in front of my driveway where we found it the following morning. Took half a morning to find out who the car belonged to.

Like you, she promised to get someone to tow it, but it never came. Long story short, she was unemployed, had someone agree to buy it from her before it was hit. No, I hardly knew her at the time, and I understand she didn't go into her being out of work etc., and yes, I can accuse her of lying when she tried to get an acquaintance for a "free tow", and it never came.

As I had a back problem, my neighbor and a friend, and I beleive some other locals, gave the car a push, to an empty spot about 30 feet away. I could've gotten the police involved, got it towed, and then had everyone on the street call me every name in the book, but instead the neighbors got together and all did a good deed.

I had a good friend who early on got some of his neighbors mad, and after that, he caught no breaks, and they called in complaints about everything little he did. I kept that in mind when the neigbors car wound up in my driveway, and then found out quite a while later she was out of work.

But if you don't care, the police in my neigborhood tells me as long as I'm the owner of the property, I can legally call and have the police ticket the car for obstruction, and after that, a tow truck can legally tow it, as long as it's the property owner himself who called. A legally licensed tow company will not tow any car unless there is a ticket on the car, or authorized by the registered owner.

Procedures may be different in your area.

Of course, after that, your neigbors can legally call about every little thing you did.
