My question involves criminal law for the state of: California

My nephew frequents a popular coffee house chain. The same location several times a week. Two weeks ago, he stood in line and concealed a bag of coffee from a display while waiting in line. He ordered his drink, paid for the drink with cash and left the building. He returned after two weeks and purchased a new drink using an ATM card. He is now scared to death and feeling quite guilty and confused that he did this in the first place and is afraid that the establishment will combine the video footage with the ATM info to track him down and charge him with the theft. I tried telling him that someone would most likely have to know that he did this in the first place to be interested in reviewing the footage.
What are the rules for pressing charges after the crime was commited using CCTV footage? He's been going there religiously for the past 2 years and this is the first time he's done this.
