Am I under rent control in Los Angeles?
Here are the details: I rent a room in a single family house that is one of the two single family houses on one lot. The house where I rent is a 3-bedroom and apart from me there is one more tenant renting another bedroom. The third bedroom is unoccupied. The house where I rent is an old Victorian house and the Building &Safety Records people were unable to find a permit for it, however they said they only have permits newer than 1910. They were also unable to find a certificate of occupancy for that house.
The landlord with his family and some other tenants live in the other house on the lot. That house was relocated to the lot several years ago from several streets down - it is a historic Victorian house, so it was definitely built before 1978.
The Housing Dept told me that according to their records there is only one single family building there, the one where I rent. That is not true though. The Building and Safety Records show a plot plan for with two buildings and there definitely is another building next to the one where I rent, on the same lot - the landlord uses a different address there b/c it's a corner lot. The Housing Dept also told me the house where I rent has not been registered to be rented.
Neither the Housing Dept nor the Building and Safety people were able to tell me if I am under rent control or not. Does it matter that I am only renting a room in that house, and so is another tenant and we share the kitchen and the one and only bathroom?
