You told us that you are the person who holds a J1, not that you're the spouse or child of someone in the U.S. on a J1.
If you are an international exchange visitor (J-1), you may not change your nonimmigrant status if:
A F-1 visa is a nonimmigrant visa, so you can get it without changing your nonimmigrant status.

But you are correct that, without a waiver, you can't adjust your status from within the U.S.
