Default International Travel When Parent and Child Have Different Names

My question involves a child custody case from the State of: Connecticut

Mother has custody of child. As part of divorce decree, she is supposed to notify father of overseas travel 2 weeks ahead of time.

Father is disappeared, over a year, all obligations ($) unfulfilled, no attempts to contact Mother/Son in any way. Nobody knows his where abouts. Rumors are he fled back to East Europe. He was in US illegally the whole time. Mother has Green card, child is US citizen.

As far as custom bureaucrats at international airports/borders, what papers does she need to travel? She will get hassled, son has last name of father.

    Thanks

She needs to go back to court and get a CO for the child to travel.

The child's passport and birth certificate should suffice to establish the relationship; the custody order would establish mom's primary custody. Does the child have a passport?

Thanks. Yes. So she just carries the CO papers (a certified copy?) around with her when she travels? Like some kind of 'visa'? Thanks
