Quoting

I was arrested for driving more than 20 miles over the speed limit on a suburban county expressway in Missouri which had looked like a highway to me.
The officer had issued me two traffic citations for this traffic incident. The first citation had been marked with court location and date, and it was for speeding (60/40). While the second citation didn't have any court information on it, and it was for speeding too (66/40).
I have later appeared in court as was instructed in the citation I had, entered a guilty plea and paid a fine ($160).
I thought I was done with it, and I naively thought the second citation was just an erroneous duplicate. I was arrested two years later for not having followed up on the second citation, and I plead guilty again to the charge. Only this time the judge had sentenced me to one month in jail.
The reason I had not followed up was simply because I was not aware of it. They had an error in the address they had for me on file (street address doesn't exist), and I was never contacted about it even though they had my correct phone number.
I would like to know if it was normal to receive two citations for the same traffic incident in my case.
