My question involves employment and labor law for the state of: Virginia

This is my first time posting a thread in this forum so if there are some mistakes in it please forgive me about it

In summer 2005 I worked at a company as a lifeguard in a Work and Travel programme. During my work, I heard from others that the company I was working for doesn't pay the last 2 weeks salary while we would be long gone back to our countries. I asked the company to pay me before I leave and they said ok, but they did not pay me when the time came. they told me that they would send the paycheck to my home adress in my country. As a result I didn't get the paycheck and other than that 1 dollar was cut from my hourly wage to be paid at the end of summer (after the work is completely finished) I didn't get that as well. Itried to pursue the case through some relatives in US but I couldn't get a conclusion.

The thing I want to ask you guys is if its too late to complain about it. If it's not what is the authority that I shall complain. I have certificates prooving the last date of work of mine and I have the copies of the pay checks I got and my social security card.
