    Default Oregon Child Support Procedures

    My question involves child support in the State of: Oregon


    I was contacted by the Justice department of Oregon stating that a girl I knew about 5 years ago has put me down as the father of her child. I contacted them and they told me they would have to prove that I was the father but they wanted my income information to decide how much I would have to pay. I spoke with an attorney that told me to send them a letter saying that I wanted the paternity question resolved before going any further. I did and recieved no answer from them for several months. The next thing I recieved was a packet delivered to me by process server. It included an order for paternity that said "The administrator has determined that paternity is an issue that must be resolved" and goes on to say either I or the mother could dispute the order if not the test would be set and we would be told where to go for testing. I called the child support people and they said yes we will arrange the test then contact you. I am in the state of Oklahoma and not in Oregon. About 40 day latter I recieved a letter about some law about insurance so I called them and they said " We have never recieved anything from you so we rulled you as the father and entered a judgement for support of $276 a month" I advised them I had written in fact two letters and spoken with them on several occassions and each time I have questioned whether I am the father. So I spoke with thier main office in Salem Oregon where a nice woman told me that since I had not sent the previous letters registered mail there was no proof I sent them but she would send me a request to open the paternity again. I have received it and send it out today however in the mean time I received a bill for the child support. In the request she sent me it says that if I am not the father any monies collected prior to that being established will not be returned to me so I dont know whether to try to put them off while I wait on this as I cannot afford this amount now anyways or what. I was laid off from a job that paid good and now work 32 hrs or so a week at 7.25an hour that would be more than I could afford and pay my bills and live.

    Now all of this said I was raised if you father a child you take care of it. The reason I question this is the woman involved started chasing me on Febuary 14 and I started dating her some time after that dont remember exact date but in the 2-3 months we were involved we slept together maybe 5 times however after the first time wich was in very late febuary or the first part of march she told me a couple of weeks later she was pregnant. Now I realize it takes only one time but that was rather quick for her to know she was pregnant. I was excited immediately and we spent some time going to baby stores and such. Then out of the blue about 3 months after we started dating she wrote me a letter saying she had a misscarriage and didnt want to see me again. I called her and she said she was going to the doctor and she had a misscarriage and she gave no reason but didnt want to see me anymore. I followed her wishes and carried on with a plan we had started and took a job in another state that I had applied for and moved from Oregon. However one of her "friends" in the mean time told me I had not been the father and that she had found out she was pregnant and started to chase me to try to put me as the father. Now the baby was born nov 21 so it is possible it was conceived late febuary so that one time could have done it. However she states in her papers she conceived in april wich would make it premature wich I was told by child support it was not. I am just confused and it seems that all the child support people care about is getting money from anyone instead of knowing who really is the father. I do not want to run away from a child that is mine but I do not want to pay for one that isnt. My feelings would be different if I knew the child but I dont havent even seen a picture which it also says on her statement that he doesnt look like me at all. Any advice would be appreciated.
