My question involves police conduct in the State of: Ohio

Hello,

I was recently cited with a minor misdemeanor (disorderly conduct) for urinating in public in an alley outside of a bar.

As I sat in the back of the cop car for a time while the Officer was talking to another officer, he looked over at me and saw that I had my cell phone out. I was attempting to send a text message to friends of mine notifying them of the situation I was in because I had gone outside by myself without telling anyone, and no one would know what had happened to me. The officer ordered me to hand over my phone and did not return it until the end of the process when he took me to my house.

It ended up being more of an inconvenience that one might think at first because there was this hour long period late in the night in which my friends got quite the scare not knowing where I had gone and were forced to frantically run around asking people if they had seen me and making calls to see if I was okay.

My question is does he have the authority to order my phone from me like that? My impression is that I was not actually under arrest as I was just placed in the back of a car, kept for a while, and taken home (although I don't know what actually defines an arrest; there is a "Location of Arrest" field on my citation which he filled out with the bar's address - does this mean I was arrested?).
