You should consider consulting an immigration lawyer to try to straighten things out. Perhaps you will be able, for example, to transfer your visa to a different employer who will actually employ you. It sounds like your employer, also, is violating immigration laws - employers have certain duties in relation to H-1B workers they bring into the U.S.
