My question involves a traffic ticket from the state of: Florida

The road I was on has 3 lanes, 1 going each direction, and a center lane marked with the arrows pointing left and right for turning. I was pulling up to some stopped traffic. I put my blinker on, moved into the center lane and drove cautiously, about 6 mph, up to the light, looking for anyone else turning or pulling out.

No one else was turning left, everyone was waiting to continue straight. The cop said I was in the lane for too long. I asked him how far back I am allowed to use that lane, he didn't know the answer and quickly changed the subject saying I just should have waited my turn like everyone else. I thought I was waiting my turn.

Yes I am sure there is a lawful allowable distance to use this center turn-lane but, A) how did he come to the conclusion that I was past this distance and B) is statute 316.089 IMPROPER LANE CHANGE even the right statute to quote? It seems like most tickets I am reading about has to do with, well, changing lanes. The officer never saw me actually enter the center lane, due to traffic in front of him and the road being on a hill.

I would love to fight this. I don't think I deserve a $166 ticket, but I dont want to loose and have to pay $266.
