My question involves emancipation laws for the State of: Nebraska.

My niece and her mother couldn't get along. Many years of turmoil and HHS intervention. Mom tried to commit suicide etc.. Out of spite and punishment, the mother sent my niece to WY to live with her dad for awhile (mom has full custody and never married). Dad found out about abuse and other stuff and kept my niece (which I support). WY will not extradite in this case of 17 year being sent their by her mother. Her dad is a police officer also. Niece has lived in WY for over a year and minimal contact with mother.

Niece wants to return to Nebraska in December after she graduates from High School to attend Nebraska university. Mom refused to sign financial aid papers and application for admissions and refused to let my niece come home without stipulations that are not appropriate. Can my niece file for emancipation on these grounds. I know NE is a case-by-case state, but need to know what to do.
