Default Boss Lied About My Promotion

I am a sales professional working in chicago illinois for a financial services company. I have been with this company for almost 2 years now. My issue I am inquiring about is whether I have a case against my boss lieing to me about my promotion and if me taking this matter with HR will hurt or help me in the long run.
    Basically here is the story:
I have been employed with this company for close to 2 years now. I work for their sales department and my boss is well aware of my intentions to move up the corporate ladder. This boss and I have shared many conversations regarding my current work and additional projects I have performed for the company. My boss tells me that I am an excellent employee, everyone is happy with my work and my boss does not doubt I will move up soon. However, this boss has lately been making me feel very confused and frustrated because of the deliberate lies I have received from this boss.
    The story begins like this
Recently two months ago, I found a opening for a similar position I was interested in so I made my co workers and the "what would be new supervisor" aware that I was interested in taking that position. Immediately thereafter, HR came down to tell my boss in private about what they heard. My boss pulls me inside their office and begins by telling me why HR came down to see my boss. I confirmed with my boss of my intents to inquire for that position as they have been aware of my intents since hire date and I reverified my interest and why I wish to pursue this new job right now. These news did not come to a surprise to my boss and my boss told me of both the happiness they felt for me. My boss told me they will help me in any way they can and would be inquiring further for me. My boss then asked for my salary reqs and I stated that I was intersted in making more money than at present in this position as I have experience and time with the company. I stated my accomplishments and my skills (these things are and have been formally mentioned to my boss already since I have a close working relationship and the boss is aware of my talent level). My boss asked for the specific salary so I stated I would like to make alittle above my yearly salary and I followed by a dollar amt since my boss told me to state the exact dollar amt. After this, My boss left me by saying they would notify our supervisors about my interest get back to me. After a couple of days, my boss informed me that the position would pay less than what I currently make and they informed me that if I wait alittle more I can and would be promoted for the position that I have been wanting along with the salary I requested. My boss continued by saying that right now the company was undergoing financial issues and they dont have money to afford my req salary and that the position was not going to open the doors any better or get me closer to the desired position. I decided to agree to this since I thought my boss was trying to help me with my career move. But I do admit feeling alittle jipped since HR was not present in any of this, and more so I did not even get an opportunity to go through a hiring process offically. Later that month, I come to find out the position was given to a total of two people. Mind you my salary req was less than 40K. And these positions are in the marketing dept and the new hires have marketing exp. Further, I also come to find out 5 more sales people in my dept were hired too and our base is low 30s at least! I felt saddened to know that apparantly there was money to hire people but not for me. But I let it go because I trusted my boss and the words they shared with me regarding my promotion to the position I have been talking about for a while now. Anyways, soon after these people where hired, they end up leaving the company and I came to my boss to inquire about the position again, since the company has increased my responsiblities and I have finshed my set goals for the entire year three months short of the year. I explained to my boss that after much consideration I really am interested in moving to that position that is now again open and that I will be ok with the salary the company can offer me. I continued by saying I can do much more work and progress if I had the title of the position and that the company would utilize my talents more much more if this opportunity was given to me. My boss replied that since those new hires resigned their positions, my boss has good news for me, that I would be and am the new rep for that dept, that I should consider myself the new rep and that I dont work for my boss anymore. This was stated to me two different times that day. I was so excited with the news that I forgot to ask when I would move up. So I came to my boss two days later to get things on paper after not hearing anything from HR (I assumed they would come down or email me) and my boss informs me via corporate email that I have just assumed the new role and further if I am interested in applying that I should apply with the rest of the other candidates. I know that I am not making anything up and I know exactly what my boss told me that day on two different hours of the day. Now I really feel hurt and frustrated that this person is making out to look like a liar and an assumer via corporate email which I know gets audited. If my boss is a compulsive liar, I feel I need to make our superiors aware of this pronto. I dont want my job to be in jeopardy especially when I know I am not trying to take advantage of any situtation. I am also alittle scared to go up to HR because of the situation that happend the first time, when my boss was the one asking the salary questions and HR was not even present. These two people are very close and I have assumptions to believe that they take care of eachother and would not help me. I dont want to lose my job and quite frankly I dont even know if what happened is okay or what to even think about this whole thing. I am not sure of the laws behind any of this, all I know is I do not feel comfortable with either people. I really need to inform someone in the company about this so I can bring justice and my sanity back. Please please help.

Unless I missed something in all of that, it seems you have nothing in writing that the job would be yours. Unless you have a binding & enforceable employment contract guaranteeing you the job, I don't see where you have much (if any) recourse.

That wouldn't be difficult. That huge block o' text is VERY hard to read, and I'm not even going to try.
