Default Assault on Minor by School Employee

My question involves criminal law for the state of: IOWA

My daughter was attacked by a school employee during an event at the school. This involved yelling in her face, blocking her from leaving (physically), and grabbing her in anger.
A police report was filed, then moved to another county because the employee is related to public officials. The sheriff's department took it over, I met with them and gave them the details, the officer explained the process and said there were many questions that needed to be answered by the school and the employee, that it also looked like a plain case of "simple assualt" based on the legal definition.
Nothing was ever done, my daughter was never interviewed, no one ever went to the school and interviewed anyone, the magistrate was never approached (this was all talked about in my meetings with the officer). Soon after I started calling, no one could give me a police report number (or case number), the officer was never there and would no longer return my calls. I had a local lawyer send a letter asking for the status, the officer sent back a reponse that was signed by him, not dated and did not say what case it referred to. It only stated that he told me on my initital meeting when we met that nothing would be done, which goes against me having to come out a couple of days later (by his request) to speak to him and hand over recorded evidence that he was going to use when presenting the case to the magistrate. There are some other factors I cannot disclose that involve the public official's actions prior to the report being filed and already knowing about the attack.
Is there anywhere to go with this? I thought that all crimes against minors required an investigation by law.

Try talking to the prosecuting attorney's office that would handle the prosecution, or brainstorming other possible options with your lawyer.
