My question involves labor and employment law for the state of: Georgia

To make a long story short I applied for FMLA for my daughter during the first wk in October. I submitted my need for leave with my organizations HR department as well as my daughter's doctor's medical certification form. I had to contact HR on several different occassions due to them not sending me anything in the mail approving/denying my leave request...I have voicemail's left on my phone stating that I qualified for FMLA. Yet, to receive anything from HR on approval. During my third week of being out, someone from HR notified me and stated that they wanted me to sign a form stating that their physician could speak with my daughter's physician. No problem. I signed the form. I returned to work this past Monday and Tuesday with no problems so I thought. My supervisor contacted me today and told me not to come back to work until I provide a note from my daughter's doctor stating I was taking care of my child. He told me that they were not going to pay me for being out while I'm trying to obtain the note from her physician. I am on unpaid leave (basically on my own time) until I submit the form. Is this legal? If I already submitted the certificiation form, what else could they possibly need?
