More reason not to like the police. Some are decent, most are crooked.

OP, I totally understand how you feel. This was a terrifying experience for you, and if I were you I would want to speak to that officer and to his superiors about what happened, why it happened, and how to attempt to make sure it doesn't happen again.

In the end though, he is a person, and he made a mistake. But a very serious mistake.

I got pulled over for a burnt out license plate bulb
Burned out bulb makes it difficult to see the plate...

the cop ran my Texas plate number
Did he run just the plate # or did he actually say Texas plates? If he was having a hard time seeing the plate, he may not have been sure on the state.

I heard the dispatcher tell him that it was a hit in Phoenix on a stolen Honda but the Texas plate is clear.
Right. But if he wasn't SURE about the state...

    then came the cuffs
Typical procedure. Securing you for your safety and his.

but was found to be too impaired to drive
Indicating that perhaps your memory of the event is a tiny bit skewed.

Here's the thing...I agree, it is pretty scary to have a gun pointed at you. But until all the facts are in, you really don't know why he did what he did. You've filed a complaint...let it play out and see what happens.
