Default Transfer of Rights to Protect Against Construction Defects

My question involves real estate located in the State of: California
I'm in the beginning stages of buying a bank owned home built in 2006. Can I do a Transfer of Rights to protect myself should any construction defects arise later? If so, how do I get the original owner to sign off on this or the bank? Is their any Calif Civil Code or similar I can reference. Thanks!

A transfer of what rights, to whom? You want the original owner to sign off on what, because of what? The right of redemption?
