Question Collector Callling Family with Threats Over a Very Old Medical Debt

My question involves collection proceedings in the State of: New Mexico
At 1:01pm today, an individual called my mother from a US Government phone demanding my contact information and telling her I was in trouble and that he was collecting a debt and if I did not call today he was going to take me to court. She was very upset and called my father. When he got home he called the number on the caller id and it was indeed a US Government office (park service), closed for the day.
At 1:10 pm he called me from a personal cell phone and left me a message on my work cell (which id's me as law enforcement) and simply stated his name, calling for a women's clinic and to call "Terry" about a balance due (did not leave contact information). I returned the call to his cell shown on my caller i.d. and asked him what the call was in regards to and details about the debt. He said he didn't know, just that I needed to call the clinic but did not have a contact number for them. I found them on the net and left a voice message. I have not been to this clinic in over 13 years and am quite certain I have no remaining debt to them.
First of all, he does not seem to be a "professional collector" or an employee of the clinic. Is the call to my parents stating I was "in trouble" legal?Secondly, I believe this is past the SOL in New Mexico? What is my best course of action now?
Thank you for your time and help!

If it's not your debt, tell them that it's not your debt and not to contact you about it.

If you believe you're being contacted about a debt that's expired (or, for that matter, any debt where you don't want to talk to the collector), you can also instruct a debt collector not to contact you about it. It's best to send notice in writing.
