Does a sex offender who was convicted and whose probation was terminated in 1986, fall under the Sex Offender Registry National Act (SORNA). Michigan SOR provides under PA 295 of 1994 Sec.28.724 the registration requirements. Or do you know if this is still the existing registration requirements? I just wanted to be cleared if such person needs to register still.

What is the difference between National and State Sex Offender Registry? Do they have separate gudielines on who should be listed? Could the National list someone who is not in the State registry?

When is a convicted felon considered not to be a public threat? Is there a basis or guideline to determine such?
