My question involves bankruptcy in the state of: Nevada.

I'm writing this for my sister. She has quadriplegic cerebral palsy and hydrocephalus. She has been disabled her entire life.
She started on SSI, and they gave her such a low amount to live on that she went into debt. She filed bankruptcy.
Sometime later, Her father retired. Being disabled, she was able to get social security benefits and her ssi stopped.
Now, SSI has decided she was overpaid - and that she owes about $5000. We have done a reconsideration which was denied, and we have applied for a waiver of payment as her social security is all the income she has.

The thing that is the most frustrating about all this is the consistent misinformation - we did the waiver of payment about a month ago, we call up the social security 800 number, and they told her that her waiver was approved and that the amount owed has been zero'ed out.

She then calls me today crying telling me that someone called today (saturday??) and asked her what she wanted to do and that they would not waive this amount. She told this guy what the 800 people had told her, as was told she was "misinformed".
She insisted that she wanted it waived and he said they would "proceed accordingly".
My sister is really scared. Shes not really sure what "proceed accordingly" means in this context. I'm wondering if maybe she should consult a lawyer about this. Its really a hard situation cause she hasn't any money and shes terrified that SSA is going to just stop her payments and shes going to end up homeless. I'm just a blue collar myself barely getting by. I help her however I can - but im really fearing for my sister in this situation as well. Any helpful information would be most appreciated. Thanks.
