I have a 12yr old daughter that I had when I was 18yrs old and her father has never been a part of her life (by his choice). We were never married. He has never made any effort to see or speak to her.
I recently found out (by googling his name) that he was convicted of molesting a child under 16yrs old in Oklahoma. He did time for it too. Last I heard he was and still is in Jail in Mexico somewhere (not sure for what). I am in California and he also has a record here for Domestic Violence and I'm sure he has warrants.
Well to get to the point I have moved on and have shared my life with another man for the past 9yrs. We have another child together also. We plan to take a vacation to Cancun next year so I applied for a passport for my 12yr old. I submitted a special circumstance letter notarized explaining how her natural father has never been a part of her life but I just recieved a letter from the Passport agency requesting the same thing. So I called and they told me the reason why I got another letter is because they did not accept the one that I submitted. Now I'm not sure what to do. What exactly do I need to say in the letter or is thier something else that I should do.
When her father left when I was pregnant I filed a restraining order and child support although he has never paid anything. I am still not married yet. Eventualy I would like to have my boyfriend adopt my daughter and change her last name. But for now I would just like to get her a passport as soon as possible without having to deal with the headache and long court process.
