Default Not Being Paid on Time

I am a Valet Manager in Cupertino, CA. When I first started the company my boss ( the owner of the company ) stated that we will be payed the 10th and 25th of every month. When I call my boss and ask him if the paychecks are ready he sometime says, " They haven't come in yet or they are not ready". Sometimes he won't even answer his phone for up to 4 days. So this last pay period was the 10th and it is currently the 14th and he hasn't answered his phone at all. He lives 30 miles away from the Valet location, when the pay checks come in he tells us to drive up there and pick them up, either that or he will mail them to us, but then the paychecks still will arrive late to us.

Is this illegal paying us days later and making us drive to him to get the paychecks?
