Have Both J1, B2, and Need to Change Status

Hello!
My son, is working now in the US on visa J-1.
This visa expired at the end of August, and he has grace of another 30 days.
However,he was also issued B-2 visa (for 10 years).
My question is:
What does he need to do in order to change from visa j1 to b2 ?
Does he need to get out of US and return?
Can he do this at the Niagara Falls border station?

Does the two year foreign residence rule apply to him? Then he will have to leave the U.S. to try to adjust his status - any port of entry will do. Note, he still has to qualify to reenter.

If not, he can apply to to adjust his status, but... you aren't clear - it's not yet then end of August. Are you stating that his J1 program concluded at the end of July? If he's thinking that he can petition for AOS without leaving the U.S. and get an answer by the end of the month, he's extraordinarily optimistic.

1.The two year foreign residence rule does not apply to him.

2.He has both visas signed in his passport, but when he entered US the only the j1 was activated and he was gived a paper which he should give the air company when he flys home.
He is going to finish his work at the end of August. Even thou the j1 is valid up to the end of August plus 30 days grace, he wants to activate the b2 because he will be near the Niagara border and he go on travle up to the end of october.

Can he do that by crossing the border at the Niagara by foot and then return to US? Can he do this on the same day? What should he do with the form he was given and supposed to give the air company on leaving usa?
