In some places yes they charge you per day to stay. In other places they do not charge you. It all depends on the policy of where ever you are locked up at. Usually you pay through out your time you are locked up. This cost is usually incorparated into your fines and arrestitution payments. Average is about 25 dollars per day.

No it is not against the Constitution or your Civil Rights to charge you to be locked up.
