Default Hounded by a Collection Agency

hI, FOR SOME TIME NOW I HAVE BEEN HOUNDED BY A COLLECTION AGENCY WANTING PAYMENT ON AN OLD BILL THAT WENT DELINQUENT IN MAY OF 2000. WHAT IS THE SOL FOR THE STATE OF CALIFORNIA FOR A PHONE BILL- AND WHERE CAN I FIND A FORM INSTRUCTING THE DEBT COLLECTOR TO STOP HARRASING ME?
    THANK YOU.

Default California statute of limitations on an open account

Assuming no judgment was entered, the statute of limitations would normally be four years commencing with the later of (a) the last payment to the account, (b) the last activity on the account, or (c) the due date for the bill which reflects that last activity on the account. You can find sample letters here and here.
