My question involves a traffic ticket from the state of: Virginia

I have never before received a ticket and was looking for some help on whether or not I really broke the law stated.

I was on a heavily congested highway. Not stop and go, but a very slow crawl.
As my exit approached (needed gas!), I crossed over into the on/off ramp lane over a solid white line. Sure, I probably shouldn't have driven over the solid line, but I don't feel I was "improperly passing" or "shoulder running."

In order to improperly pass, that means I would have had to actually pass someone, correct? I never passed anyone. I just took my exit. And in order to shoulder run, I would assume you would have to actually be driving on the shoulder like motorcycles do sometimes, not merely cutting across a bit of it?
