he just plans to visit and doing some shopping, but will he need to do anything besides applying for a normal visa? he heard he had to send some kind of letter to the President asking for forgiveness or something like that.
No, he doesn't need a Presidential pardon.
All he needs to do to come visit is apply for a regular tourist visa.
