I understood the law perfectly well - the law says that I'm not supposed to use an unauthorized ticket. What I did *not* understand is who's eligible to use the ticket. The traffic equivalent is basically - I know that it's illegal to go above the speed limit, but I did not know the speed limit.

Sure enough, I understood the citation because the officer explained it to me very well and told me that I should not ever use that discount ticket again until I get an RTC ID card. So it's basically - I didn't understand the restrictions of the discount ticket, and after I found out from the officer, I found out that I am not eligible to use the discount ticket.
No, no... I am getting exactly what you're saying. Point is, it is your responsibility to determine which type of ticket to buy, how much to pay for it, if not and especially considering the fact that there was a ticket agent to talk to, you could have asked what type of ticket you qualify for... If you didn't do that or if you insisted on the type of ticket you "want to buy" versus the type of ticket that you qualified for, then you shouldn't cry foul if and when you get cited.

They don't confiscate your ticket. They ask you for your ticket and the might hold on to it while they write the citation but they do NOT confiscate your ticket.

The legal system imposes PENALTIES upon those who VIOLATE it. BIG HUGE difference.
