Yes, it is a "traffic" violation. Yes, it does make a difference. The difference is that it will go on your DOL record, whereas non-moving violations (such as parking tickets) do not -- well, they don't go on that part of your DOL record that insurance companies can get to. Yes, if your insurance company asks for your record, they will see it -- and since your not wearing a seatbelt REALLY increases the risk to your insurance company, you can probably count on an increase in rates.
