I had missed my citizenship interview in Virginia last year due to personal reasons. I sent INS a letter citing the reason but unfortunately I think I sent it to the Vermont office instead of the local office (Fairfax, Virginia). I received a letter telling me that my case has been closed and i can request to re-open within one year. So I sent them a letter requesting to re-open my case. After this as we had to sell our house, i opened a private mailbox for all INS correspondence and filed an AR-11. Most recently(May 2009), I received the same notice stating that my case has been closed and I have one year to re-open it .
Questions:
1.Do you know of any specific reason why I received the same notice twice (inspite of me requesting my case to be re-opened last year)? I was using a private mailbox for all INS correspondence. Could that be a problem?
2.Presently, I am in Florida. Will it be better if I continue the process in Virginia or should i apply an AR-11 for a change of address to Florida? Which would be easier?
3.Would it be better if I just totally re-apply instead of re-opening my old case?
I would really appreciate your guidance.
