    Default When Is It Appropriate to Call OCS

    My question involves child abuse or neglect in the State of: Louisiana....

    My husband and I have joint custody of my step-daughter. We have been trying to save up to file new papers to have full custody. Below are the reasons why and I am now wondering if maybe we should call OCS, Please let me know what you think and if I am of any rights....

    She is living in a house with her Step-Dad and Mother that is her Step-Dad's Grandmother (who is now dead)....The house is paid for, but needs tons of work....They just got kicked out of his mothers house so they moved into this old house that they have been trying to fix up over the last 4 years. Yesterday, she told me that they have no air conditioner and only 3 lights. She also said that they have no hot water. They also cannot open the refrigerator because "it lets out the cold". After speaking with his mother (the one they used to live with), she stated that the house failed inspection last week and they were unable to get an occupancy certificate. My husband thinks that they are powering the home with a temporary pole. My step-daughter also said that her step-dad has to turn on the water before they take a COLD bath and then turn it back off. They have no stove, no sink in the bathroom, and she sleeps on a plain matress in the living room. These people also have 2 children of their own and I cannot fathum the fact that these children are being neglected. We fortunately have her every other week during the summer, but I am hesitant to return her, but the papers say it is a must....Can you please help? What should we do?

    While I would not consider this abuse or neglect - there are sanitation/safety concerns IF the child is living in a situation that is not up to zoning/occupancy standards. I would report my concerns for the sake of the child.
    This does not indicate my opinion on if/how such a report will effect custody.
