My question involves real estate located in the State of: California.
The HOA in question is going to hire private security to rent radar guns in an attempt to disuade speeding in the HOA community. Obviously, as private security are not law enforcement officers and can not issue a regular speeding citation that would hold up in court... what can those private security officers do? What can the HOA do to add teeth to this new course of action? In other words, what is the most serious action the HOA can take (vis-a-vis changing CCRs etc.) to enforce this new proposed program?
