We are a small business located in California. We just received bills for services rendered 2-4 years ago. Is there a Statute of Limitations for how long someone has to bill for their services? There was no written agreement for the services.

"It depends". If this was an open account, the statute would normally start to run with the last charge, last payment, or date the last payment was due (prior to this new billing), whichever came later. Beyond that, the limitations period is most likely two years.
The fellow would do janitorial work on our equipment as we needed it. The last payment for services was 6/04. The last work performed was 4/04. Now he has presented us with invoices for work he claims was done from 11/02-4/04.
