My question involves a speeding ticket from the State of: California

I was driving to Lake Tahoe using I-80 E on Sunday morning, around 8am. Weather was dry and slightly overcast. I was driving in the middle lane and didn't see any other cars around me -- very very light traffic. I had set the cruise control to be around 78mph. It was near Folsom where I was driving over a small hill and saw a CPH waiting right after I reached the top. I slowed down immediately but that was too late. He got on his motorcycle and pulled me over soon afterward.

He explained everything to me clearly although I didn't agree with his Lidar unit which clocked me at 82. I was going uphill so my speed couldn't even be that high, if not a little lower. Had the Lidar showed 80 or lower, I'd have accepted, paid the fine, taken a traffic school and been done with it.

Since this is my first ticket ever, I started doing some research -- found this website and read some related threads. It seems to me that the 22349 (A) is the hardest to fight. I went to the Sacramento Superior Court to file for an extension and got about one more month until the arraignment date. I went to the District Attorney Office there to inquire about a discovery request. They showed me a printed memo which I quote here:

"All discovery requests for infraction cases MUST be processed directly with the Law Enforcement Agency that issued the citation/tickets; the Sacramento County District Attorney's Office will no longer process these requests. A Law Enforcement Infraction Discovery Request can be found on the back side of this letter. You must submit your Law Enforcement Infraction Discovery Request for infraction cases in person with the appropriate Law Enforcement Agency. Address of the local law enforcement agencies are set forth below."

Although somewhat expected, I was quite surprised to see it in writing. Anyhow, I drove to the local police department and submitted a discovery request form. That was last week and I expect to receive it in a few days. However, from reading posts here, I have a feeling that my request might be ignored and I will have to file another one with a court order.

Here is my plan:
1) If I receive the discovery, then I'll have to study it carefully and try to find any faults.
2) If I don't, I can perhaps use this reason to help me in the trial.
3) I will need to get some more info, e.g. the CHP's Lidar training certification or the Lidar's calibration record, to defend myself. Will this info included in the discovery? If not, how/where do I get it?

Am I going in the right direction? Any suggestions on what else I should do? Also, is Lidar the same as Laser? The more I read, the harder it feels to win this particular CVC.
