First, the psychological abuse probably wouldn't result in criminal charges even if it was happening today. Unless there was some substantial time of being confined like an animal, having to eat feces, or some EXTREME behavior involved, prosecutors don't pick up the charge, because they often can't win it.
Second, in order to determine if criminal charges are involved, authorities need to know the exact time frame - because they have to apply the laws in effect at that time. Your age at the time and now will also play a role in determining eligibility to pursue a case (you really need to contact the law enforcement agencies in question and let THEM determine this).
Third, unless this person confesses, or unless you have some SUBSTANTIAL evidence, you should be aware that at this stage there may not be much that CAN be investigated.
Finally, you need to be VERY careful about running around telling people, especially his employers, about your ALLEGATIONS. I understand that you won't feel that's fair, but if he hasn't had his day in court yet, you open yourself up to be abused even MORE when he slaps a nasty court case or restraining order against you.
