My question involves landlord-tenant law in the State of: California.

In January my PG&E utility bill shot up from around $50-75 to $250 per month. I don't know what happened exactly, but this was a month or two after my landlord installed a new thermostat, as winter was coming around. There was no noticeable effect to the house, as in it wasn't really hot all the time, and we normally leave the thermostat at around 67 and turn it off during the day. Previous winters we had the heater on just like we did this winter and our bill was NEVER more than $100, and now all of a sudden it is $250? Basically I dont think our use has changed, we dont use tons of hot water or leave the heater on all day. I don't know what has happened but now I feel I cant turn the heater on and i leave it off all the time. Is this excessive and outrageous bill my responsibility or the landlords?
