Default Certified Letter to an Ex-Roommate

I live in Wisconsin. So, my ex moved out and alot his stuff is still here nothing monitarily valuable at least (he was not on the lease). He does not return my calls or text messages to come and get his things. The lock hasn't even been changed! I have heard to give fair warning that I'm going to throw his crap on the curb I'm supposed to send him a letter via certified mail. Well, what if all his mail is still coming here!! Please advise, I'm at the end of my rope! Or can it be considered abandonment if he makes no effort to retreive his belongings (family photo albums -aren't those important?), I'm not even getting ANY response from him to even hint he may come and get it. I have even left him a voicemail that his mail was still coming here and if he could get that changed (obviously didnt). It's like hes doing all this on purpose!

Do you know where he now lives, or not?

....& if you don't - do you know any family members or mutual friends who might know where he lives now?
