Default Is Radar on Private Property Admissible

Can police sit on private property and conduct radar speed enforcement? More specifically, is it legal some times (for instance, with the owners' consent), and not others?
My case involves a ticket I got while I was driving on a public road, but the police were radaring me from a private cemetary. Thanks!

well. like so may others, you have failed to answer the question asking what state is involved. It really makes a difference in most questions.

In general, yes, they can sit on a cemetery, they can sit in a driveway, they can sit on roof of a house. That does not change what you were doing. If the owner has a problem with it, then the owner can take it up with them.
