    Default Interstate Jurisdiction Issues

    My question involves business law in the state of: Delaware, California and Oregon

    My business entered into an oral agreement to have a website designed. The company is a Delaware LLC but is located in California. My business is located in Oregon. I paid a deposit of 1/2 the orally quoted price of the website, but when the website designer wrote the quote, he quoted it for three times the original quote, wanted a deposit for the full amount and would not refund my original deposit. I would like to file a small claims suit against the company, but have found they don't even have a foreign registration in California. Do I have to file in Delaware or would it now be possible to file in Oregon?
