Post Can't Get Government Money For My Unpaid Utility Bills

My question involves civil rights in the State of: Michigan

I went to my local DHS office just under a month ago to get assistance, i was given a caseworker who told me if i received a shut off notice on my gas or electric to contact them. I have been trying to email, and call them for over two weeks now and can't get a single response or phone call back. what can i do to ensure that this situation is rectified?

They have a physical office? Consider visiting in person.

I have been there in person two different times. i personally don't have a vehicle, and can't keep relying on my family to set their stuff aside to take me down there.
