Default Theft Charges in Pennsylvania or Michigan, Scammed Out of Money

My question involves criminal law for the state of: Pennsylvania (or Michigan)

Short story: I agreed to pay an individual on a website $250 for goods. I live in Pennsylvania and he lives in Michigan. The individual accepted payment via PayPal and never sent me the goods for which I paid. He promised a refund, but never sent it. It has been close to two months. Paypal found a dispute in my favor, but was unable to return funds.

What should I do to handle this matter legally? I am more concerned with bringing him to justice than getting my money. Can I file theft charges against the individual? If so, do I have to do this in PA or MI? Also, I have limited contact information for the individual. Do I need to have a fully verified mailing address? Do I need to have an investigation conducted first to verify his address? Should I file something different against him? Is this dumb and trivial and should I just let him get away with it?

    Any help is much appreciated.

File a report with your local police. I think there is a place on the FBI website for reporting this type of crime as well. Otherwise, move on and be more careful in the future. You'll probably never get your money back.

Paypal defaults to using your bank account every time you use it, always change it to use a credit card whenever you make a purchase. Most credit cards have some fraud protection; Paypal has none.

Sorry, I got scammed this way too - live and learn.

    Thanks.

Yeah I don't expect to see my money. I don't really care about that. I simply want to bring this guy to answer for what he did.
