Default 1 Year Statute of Limitations

I am wondering if statute of limitations in most states on shoplifting is a year , why would it take so long for charges to be pressed ? can it really take months after it happens if you arent caught at time for warrant to be put out for you ? or is that only rare cases where it was a big investigation ?
