Default Late Fees and Shut Off of Utilities

My question involves a consumer law issue in the State of: Ohio

I live in a "village" which I assume is a small municipality. My water and sewer bill is usually about $60.00 @ month for only 1 person. This is the ONLY bill I don't pay online and I never have stamps or envelopes or just forget to mail the #!*! thing. Even tried paying ahead and underestimated by $2.00...and got charged the $30.00 late fee. That's 50%. It's due on the 15th, if it's not paid by the 17 or 18th, you get a shut-off notice for the 25th or 26th.

Is there a 30 day arrears limit for shut-off? Or a max % of bill for late charge? This seems ridiculous. I know I need to get it together and pay it on time.

Check to see if your bank offers online bill pay. That's now often offered as a free service, no stamps required.
